Eye of the beholder

What does it mean that of the Chamber of Commerce's 26 Job Killer bills 15 are by authors from counties with below average unemployment and 11 are by authors from counties with above average unemployment?

As you can guess, my Republican and Democratic friends have very different answers to that question.  In the end, it is really just reflective of the facts that the Bay Area has below average unemployment, Los Angeles above average, and the Chamber of Commerce and Democratic Party are never going to be BFFs.
